Q&A: A look at the death of Sandra Bland in Texas jail

Q&A: A look at the death of Sandra Bland in Texas jail, Another, apparently sans glitch form of a dash-cam feature demonstrating the confrontation between Sandra Bland and a Texas trooper amid her arrest was released Wednesday after inquiries arose about whether the first form had been altered.

The new feature speaks the truth three minutes shorter than the original footage released a day earlier. It didn't contain two key glitches that had incited a whirlwind of speculation over the original feature — footage that appeared to be missing or repeated at around moment 25 and moment 33.

Instead, it appeared to demonstrate a nonstop record of the July 10 roadside experience that went before Bland's arrest in the small northwest Texas town of Prairie View.

The feature has go under serious examination because the occurrence that began with an apparently routine traffic stop finished with Bland's death three days later in her Waller County jail cell.

Sheriff's officials have said her death was a suicide, however her family and supporters address that finding.

The dash-cam feature in Officer Brian T. Encinia's car, originally released Tuesday, demonstrated an angry, escalating confrontation after the officer initially pulled Bland over for failing to signal a lane change.By the time it was over, Bland was generally expelled from her car, handcuffed on the ground and arrested on suspicion of assaulting an open servant, a lawful offense charge.

Raising a tempest of speculation on social media were at least two minutes on the feature in which a car could be seen entering the field of perspective twice in immediate progression, and then essentially disappearing.

In a statement mailed to correspondents Wednesday morning, Tom Vinger, press secretary for the Texas Department of Public Safety, said the dash-cam feature was unedited and blamed the glitches in the original feature on innovation.

"Yesterday's feature was not altered. The whole feature was uploaded Tuesday to incorporate the audio and feature of the conversation the trooper had by phone with his sergeant, which happened after the arrest. A percentage of the feature was affected in the upload. That technical issue has now been determined," he said.

Texas officials who saw the feature with DPS Director Steve McCraw, Lt. Gov. Dan Patrick and others at a shut entryway meeting in Prairie View before it was openly released Tuesday said the rendition they saw did exclude the glitches.

"That was a technical deal with the uploading to the YouTube platform," said Kelvin Bass, a spokesman for Texas state Sen. Royce West, D-Dallas, whom he accompanied to the meeting.

"That is not what we saw at the meeting yesterday," Bass said of the feature released freely, adding that in the feature he saw at the meeting, "there were no circles."

The two features and the whirlwind of inquiries added more disarray to a case that has already touched off passions on all sides.

Vinger noticed the affectability of the dash-cam feature and a second feature demonstrating the last hours in the Waller County jail where Bland was being held. There is no feature of what happened inside her cell, yet the jailhouse feature portrays activity outside the cell and aides give a course of events leading to revelation of the body.

"To eliminate any concerns as to the efficacy of the feature, DPS already asked for the FBI examine the dash-cam and jail feature to guarantee the respectability of the feature," Vinger said.

The FBI in Houston on Wednesday said it is looking into the case.

"We are coordinating with all of the included agencies. At this time, we are checking the continuous local investigation. Once the local procedure takes its course, the FBI will audit all of the confirmation to figure out whether any federal criminal laws may have been violated," said a statement from the FBI's Houston Division.

Bland's death is the latest deadly confrontation between African-Americans and police, and inquiries concerning the circumstances of her arrest held on Wednesday even with release of the new feature.

The footage shows Encinia attempting to drag Bland, 28, from her car after she initially declined to get out. Encinia draws his immobilizer and tells her that she is declining to comply with the requests of a cop.

In the feature, Encinia initially asks Bland to put out her cigarette. "Would you see any problems with putting out your cigarette, please?" Encinia said.

"I'm in my car, why do I have to put out my cigarette?" Bland answered.

"All things considered, you can venture on out now," Encinia reacts.

Bland can't, saying she didn't have to venture out of the car.

Encinia opened the driver's entryway and attempted to physically expel Bland from the vehicle.

"I'm going to yank you out of here," Encinia said as the two battled in the car. "I'm going to drag you out of here."

"Try not to touch me, I'm not in custody," Bland said.

"I will light you up!" Encinia said, while directing the immobilizer at Bland.

A great part of the ensuing confrontation happens outside the perspective of the dash-cam, however the audio captures what sounds like a battle. Bland is heard saying that the officer "simply slammed my head to the ground."

Later, when a female officer arrives at the scene, Encinia says Bland "started yanking away, then kicked me, so I took her straight to the ground." In his affidavit, Encinia says he had pain in his right leg and endured small slices to his right hand.

Texas Gov. Greg Abbott joined law authorization officials in promising that the case will be investigated.

"Our hearts and prayers remain with the Bland family for their tragic misfortune. The family merits answers. The Texas Rangers, working in coordination with the FBI, will direct a full and intensive investigation that will convey those answers and progress in the direction of the ultimate goal of guaranteeing equity in this case," he sai
