Lacheisa Pailin-Sheffer, 37, is blamed for running up to Rawlings-Blake and pouring an extensive measure of fluid of the chairman's head, as indicated by the Baltimore Sun. The chairman's assistants raced to get her dry, while the insurance united snatched Pailin-Sheffer and captured her.
Pailin-Sheffer was accused of second-degree ambush, police said.
