Hempstead Village Officer Russell Harris says he was returning after a peddle of the area when he saw somebody taking trash out in his mirror. Harris says he saw somebody twisting over with "brilliant red clothing."
Turns out, it was a careful match of the photograph.
Ross will be charged Tuesday. It's indistinct on the off chance that he has a lawyer.
